Japan is actively recruiting non-Japanese workforce through short-term worker programs such as Technical Intern Training Program (TITP), but it has no comprehensive immigration policy and many non-Japanese workforce, who have often spent years learning Japnaese business practices, cultural practices, and the Japanese language, are at a constant risk of deportation.

The case of Ratnayake Liyanage Wishma Sandamali, a 33-year-old Sri Lankan woman who died at an immigration center in Japan, is a wake-up call for many Japanese to think how the nation should treat immigrant workers in Japan, who are sustaining the current domestic economy and the shrinking population in Japan.
